A Rohingya was eligible to citizenship only if he were able to provide proof that his ancestors lived in Burma before 1823.
Even the non-refoulement principle excludes those refugees who may pose a danger to the security of the country in which they are present. The Rohingyas were also restricted to the Rakhine province, which is the new name for Arakans.
