The bellicose interpretation was virtually universal among USA officials and media outlets, and echoed on Thursday when the Iranian Revolutionary Guards praised Rouhani's statement, and said shipping of oil through the Strait was for "all or none".

Major General Mohammad Ali Jafari, the chief IRGC commander, made the remarks in reference to Iran's President Hassan Rouhani's recent statement that if Iran can not export its crude oil through the Hormuz Strait, no other country would be able to do so. Washington has since told countries they must stop buying the OPEC producer's oil from November 4 or face financial consequences.

If Iran can not sell its oil under USA pressure, then no other regional country will be allowed to either, said Mohammad Ali Jafari, who commands the Islamic Revolutionary Guard Corps, Iran's most powerful military force.

"We've made some progress, including on safeguarding some crude (oil) sales, but it's unlikely to meet Iranian expectations".

"Now we need to enter into the implementation stage", Zarif, speaking in Persian, told reporters gathered at the Austrian capital.

The pillars of the European Union's strategy are: European Investment Bank lending, a special measure to shield EU companies from USA secondary sanctions, and a Commission proposal that EU governments make direct money transfers to Iran's central bank to avoid U.S. penalties.

The strait is the most important oil transit channel in the world with about one fifth of global oil consumption passing through each day.

United States commanders are issuing a flurry of statements Thursday promising to use military force to ensure "freedom of navigation" in the Strait of Hormuz.

Their foreign ministers were holding talks in Vienna, where the accord was signed in 2015 with the aim of stopping Iran from building the atomic bomb in return for sanctions relief that promised greater trade and investment for the country.

Iran has threatened to withdraw from the deal, officially known as the Joint Comprehensive Plan of Action (JCPOA), if it does not receive enough economic guarantees from Europe.

Russian Foreign Minister Sergei Lavrov also said on Friday that the remaining parties to the nuclear deal had agreed to work out ways of trading with Iran independently of the United States' "whim".

The Iranian president said there was no action plan or "a clear method in the proposed package for the continuation of cooperation and, similar to the previous European Union statements, it only contained general commitments".
